In order to make surfing possible on your server, you must use the sv_airaccelerate command. On most servers, the value is 100. By adding "sv_airaccelerate 100" (minus the quotes) to your server.cfg, you will enable surfing on your server. Different servers may use various values, you should experiment with the number and set it to your preference, although it is hard to tell much of a difference as long as it's set to 100 or more.
